Are there maybe simple ways to scale a ShopBot cut file or an Aspire design to get a smaller or larger object?

of course I can't remember the name of the button resize I think just select the part and you just need to change the size of the x or y and the other will change proportionally. I use this all the time for imported files that come in the wrong size. this is a good method when I get a drawing and they tell me the size when I change it and if both the x and the y don't match I know the drawing has a problem.

If it is similar to my paint program I select the picture and hold the shift key down and drag the mouse and it resizes it proportionately. Also i can input the height, width sizes via an input box.
As far as scaling a shopbot cut file, i've never heard of that, i think you need to start back with your model to resize it then redo toolpaths accordingly. Just remember to delete the original ones so you don't accidentally use those!

When you load a file in SB3 you can change Proportion X, Y and or Z to change scale of carving. I've never used it and always go back and change in design program, but it's there.
