Making a fantail?

I think that is what it is called, the half round design in the center of the picture. It looks as if it has a smaller one at the bottom also and i'm not clear on the best way to make that.

I think it’s just called a fan; a fantail is part of a ship. Queen Ann furniture is fond of using carved fans. Here is one I modeled in Solidworks some time ago. It’s an STL but I no longer have Solidworks to modify it. If you want to use it as a starting point you’re welcome to it. If you’re trying to match the image you posted, mine is reversed.

I draw a fan. Then use a tapered fluting tool path with a ball nose cutter.
