Creating a 3d file

I want to cut a couple of plaques to commemorate a special golf game.

I have an image but it is not all that big. Now what?

I don't want to invest in software for this one job. How can I get this turned into a cuttable file?

Also if I have a 3d file can I change the size of it before cutting?
