Outside Corners

Does the slow corner speed control the speed at outside corners? I'm cutting some parts at 6ips, 12.5K RPMs, with the SCS set at 90%, and the outside corners are cutting painfully slowly (bit screaming at corners). Rectangular parts/square corners. I should know this by now, not clear what the issue is. Thanks.

My machine always screams a little at corners because of the feed rate slow down. It hums along nicely on the straight-aways though.
