Issue: I have more bits than available numbers. Tried to help myself organize type of bit by tens - started with tool number 30 for a new bit category yesterday, and was greeted with an "incorrect tool number" message when trying to run the file. Did not realize the system has already capitalized on this theory and this number landed in this series allocated for the drill head.

Frank and I looked at MTC file and looks like anything better than #25 is not going to work...
So...
Tried 1.1 no go
Tried 1/1 no go
Tried 1 1 no go

Anyone else have a method that works for tool database organization?

When I managed the komos in my past life the tool numbers were actually for the stations on the tool changer which meant that some tools were always in there own slot (IE the .25 upcut) bit in #1. But other less frquently used tools actually shared station numbers determined by tools called out for each project. hope this helps.

That's more or less what I concluded. I just have a nice system for storage of collets/bits by shank size and type (end mills,ball nose carvers, etc. ) Would love to have all categorized one time, each with dedicated numbers plus room for inevitible expansion, but will work with what I have. As you noted - I'll have a pretty good idea of which tool#1 I should reach for prior to powering up.
