I wonder if anyone has come across this material that you can send to a graphics joint, have them print on it, then apply it to a wood surface then shoot Nitrocellulose Lacquer over it the end result being the Decal melts into the clear?

that is probably what you want. online tutorials, etc.
these are not the typical decals you get from a sign shop. they are not pressure sensitive vinyl. i have made pressure sensitive vinyl decals that were used in bicycles which are metal then clear coated. they do raise up some.
the water slide decals were popular during the 1960's when i started.
somehow i recall some being alcohol based also.
during your search you may find a manufacturer.
