I have a buddy 32 standard and wondering if i can carve in paver stones. If i can what kind of end mill would I use.

Not a good idea even if you found a bit the abrasive material would be bad for your machine. Diamond bits would make the cut but I would not do it on your machine IMHO.

If you're talking about the concrete pavers, I agree with Michael. One way would be to carve molds and make your own pavers. Faster and cheaper if you are doing a lot.

On the other hand, I've cut a lot of soft stone, like limestone, marble travertine, etc. and they actually cut pretty well, if there's no quartz inclusions.

Here is what I'd do if I really wanted to cut/cave a paver:
make it a two step and use the shopbot to make a template and then use the template to guide cutting the paver....

you can use a plotter cutter and make a stencil that adhears to the paver and use a sand blaster to do the carving,,,,, abrasives and bearing do not mix well
