Drill doesn't spin until it touches the wood

When our drill plunges to drill holes, it doesn't start to spin until the tip touches the wood, and this is resulting in blowouts. When we changed the trigger threshold to 1, drill will spin before plunging, but when is moves to the next location to drill the next hole, it does not spin at all.

Can anyone help us with this issue?
