What is the control method to select a part of a vector for toolpathing?

You'll need to provided a bit more info than that. Which software and what type of toolpath for starters.

You can't toolpath part of a vector, but you can take a longer vector and either cut it at existing nodes using the node edit or insert a node point where you want and cut it.
You can also draw another vector on top of the existing which is only the length of the toolpath you want to define. If you are using an advanced enough version of the software to put vectors on different layers this will help you as you can turn off the visibility of layers to clearly see the vectors that you want to treat differently in toolpathing.
Whether you are using any version of Vectric or Artcam software the methods are the same.
I think this is covered pretty well in tutorials. If you are new to the software I strongly recommend your making a short term career of viewing the tutorials and doing some practice exercises as you go along with them.
You will end up answering many of your questions without having to post and wait for answers.
