Replacing Spoilboard

My spoil board needs replacing. Can I just resurface it and then glue the next one on or do I need to remove the existing one all the way down to the vacuum plenum?

I realize if I just glue a new one on I need to be careful about where I put the glue or I will eliminate my vacuum.
