Is this possible with the right bit?

Do they make special bits just to do this?

It's done all the time in bricks and concrete. The process is called sandblasting. You only need to cut the mask and have any blaster to do the job. While the mask is on the block you can spray on the color.

Sure would like to the file. As we all know, concrete can be smooth or grainy. I'm guessing you'll be pouring the concrete yourself that way it will go under the gantry.

I guess I could make a mold and then pour cement into it - but I'd prefer to try to carve a 3D model into concrete or stone... Etc

Just curious if it's even possible

This is not exactly carving, but the Yale Art Museum bought a big ShopBot to machine off concrete that had been applied to the back of some Byzantine mosaics in the 30's.
