Scanning is a lot more than the device. It's also the software behind it. From what I've seen, unless you're spending $20k or more, the system is likely to be suboptimal. I've tried a number of these $1k-3k scanners and each one had major weaknesses that defeated using it in a practical setting.
On the other side, I've found Fusion 360 to be an outstanding design system for 3D things. I can build complex assemblies that fit together with precision. The components (or bodies technically) can be exported as STL's (and more) to be used in other devices like 3D printers. So for non-organic shapes, just modeling them in Fusion is easier and results in a much cleaner model that can be changed in infinite ways.
My favorite scanner is a tracing on graph paper, photographed, corrected for parallax using Photoshop and then imported into Fusion.
