Is it better to make the table surface go right to the edges of the X rails or leave a space for cuttings to fall on the floor?

You need to leave space because the gantry will not move so that the router can get all the way over to the rails because of the position the router is mounted in. Also you want to have room to be able to stick clamps thru to hold down material.
