Personally, I'd suggest getting Vcarve Pro from Vectric. The newest version, 4.0, is due out soon and will have significant enhancements over version 3.1 which is already a good package. Buy now, you get a year of free upgrades so you'll be good to go. You can get a free trial version of 3.1 from then and see how you like it. The newest version is reported to contain measuring tools and more enhancements to make design work easier.

Jeff,
I'd also recommed V Carve. I used it for almost all of my toolpath generation. Its excellent preview cabability has caught many of my mistakes before I wasted time and material.
V Carve will also let you make "product" from day one. Although there is a lot of capability, the learning curve is very low.
I'd suggest that you search this forum and Vectric's forum to see what people are doing with it. Download the trial version and see if you like the interface.

Jeff,
Without knowing what your needs are, it's hard to suggest what software is the right fit for your needs.
What do you intend on making on your machine?
