I have a real problem getting a nice job done in cutting slots in white oak it leaves burs is the combination of router and axes speeds causing the problem or is it the router bit, i tried spiral upcut, straight bits ??????

Ray,
A regular straight bit should do the trick if you are making a slot the same width as the bit. To eliminate 'hairs' on the top of the slot, use a straight or down spiral bit. If I am making a wide slot requiring 2 or more passes I will make sure that I use a Climb Mill strategy to get a clean edge without burring or tool chatter. I had this problem with Hard Maple and corrected it by choosing the right toolpath strategy.
As far as speeds go, you should really check out Onsrud Cutter's feed/speed chart starting on page 64: http://www.onsrud.com/pdf/OC-02.pdf
You will increase your tool life and cut quality immensely by following the recommended chip loads in the chart. Be sure to note IPM vs IPS.
