Creating a roughing and finishing tool path

Can someone tell me how to create these separate toolpaths? I am area clearing a sign and I want to use a 1/4 end mill then come back and clean up the other areas with a 1/8 end mill.

There is a function "Machine Rest". Look for this under Help.

In the Area Clear toolpath, just click on 'Add Tool' and select your large tool. Then enter in the info (stepover etc) for the large tool. Then, click on 'Add Tool' again, and enter in the data for the 1/8" tool. Click 'calculate' at the bottom & ArtCAM will automatically create 2 toolpaths. The larger tool gets out most of the material, and the smaller one only goes in areas that the larger tool couldn't get. This is sometimes called 'rest machining'.
