Problem with an Arc

I am creating an arc that looks similar to a moon arc. When I cut it out the distance between the inside dimension and the outside dimension on the ends will be a half inch off the inside and outside dimension of the top of the arc. Anyone have any idea what I am doing wrong.

could this be the difference between using the
Inside/Outside/True option and then factor in the
bit width ?
