How do I cutout a silhouette of a picture

I want to cutout a silhouette of a picture I have of a hawk is there an easy way or what do I need to do I've tried importing but that doesn't work.

Try taking the picture into inkscape after you turn it into a b/w image in a photoediting pgm and while in the photo pgm if you can adjust the image to give your edges a thicker line will help with the outlining. What type of image do you have or are you looking for? Is the hawk sitting or flying? I may have something for you already.
