After I use the embossing tool on a picture in a program such as PhotoPaint what is the next step converting to a machinable vector file. If there are posts regarding this just point me in the proper direction.

Rob I am going to make it a little tougher. What about machining in 3d so that it looks embossed. I will take a closer look at Rasterfratz.

You don't necessarily need to use the emboss tool, though you certainly can.
You will need to resample to an 8 bit black and white image if it isn't already. You may need to tweak it's size, dpi, etc., first, and then export or save as a tiff file.
The shopbot tiff converter takes over from there.

You could specify heights better with Fratz/Vector, using a combination of cutters and paths you could get that effect.
The tiff cunverter is more random though.
