Skin pass or Tabs - which takes precedence

When specifying to leave a skin or tabs on small parts, which takes precedence - skins or tabs? In other words, if I make skin and tab parameters the same - width, square inches, etc, which is SB Link going to use to hold the part in place?

I'm using SB Link 1.0.12.

From what I gather, if you make the parameters the same... you will get both. When you set parameters, why would the software choose?
