XnView will import and view about 400 graphic file formats and will export about 50. It will also do editing -- resizing, rotating, cropping, etc. It will also apply filters (blur, average, emboss, ...) and effects (lens, wave, ...). I've tried it a little and it seems to have lots of capability.
XnView is provided as FREEWARE for private non-commercial or educational use (including non-profit organization). After trying it out, if you want to use it for commercial use, it is necessary to register. 1 license costs 26€ (currently that is about 35.45 USD.
