Using V-Carve pro, is there a way to create the texture in the picture? Or would I need a 3D file made? If a 3D file would be better could someone make one up (I'll email you the file), just let me know the price.

That looks similar to the woodgrain3d application that was offered here. As I recall the pattern was produced by the included jpg or dxf. You could just substitute a straight line random thickness pattern and come up with that pattern in the picture you need.
Or take the picture you have into inkscape, play with the lighten/darken buttons which might have the effect of fattening up the lines like this
