we had one at home yesterday and I lost the cable modem and an external hard drive. but I was wondering at work what would happen to the bot? I don't think the problem got that far in the city but I did find my 3 phase breaker was popped.

A decent 350VAC uninterruptible power supply like the APC Back-UPS 350 ES can be picked up at Sam's Club for around $20.00
You'll definitely want one on your control PC. One for every PC you value is a good idea, actually.

How would you protect a 3hp spindle and controller ,is a shut off enough?

The controlo circuits and computer is what is in jeopady. The spindle should not be run and could burn out if the voltage was low enough. As the voltage decreases the amperage increase and the amperage is what causes all the damage.
The electric companies during electric storms will reduce the voltage slightly 1-3% to increase the amperage which heats up the lines to keep the ice at bay.

Putting a UPS on your Shopbot is a good idea anyways for then you've got nice 'clean' steady power being fed to it, no spikes or brownouts!
