Some details would help, Randy.
You'll want to open that model, set up your material, then use the "Machine Relief" toolpathing function, selecting your bit, stepdown, etc.
Once you've got your toolpath saved, load it into your shopbot computer and have fun!

From the title of your post I assume you are using ArtCAM Pro? If so then as Scott said you can either open the model (set the "files of type" option in the menu to relief and make sure the file you downloaded is unzipped) or you can set up a NEW blank file then use the RELIEF - LOAD - PASTE function and set the size and positon of the relief before you paste it into your model. From there use the Machine Relief toolpath and if you want to you can use a 2D vector to limit the area the toolpath cuts within. If you need more help - as Scott says we'll need more info.

THANKS GUYS. SORRY ABOUT NOT ENOUGH INFO.
BUT THE RELIEF-LOAD-PASTE WAS WHAT I NEEDED TO KNOW.
I RUN A SAMPLE ON BLUE FOAM AND IT TURNED OUT GREAT.
I JUST BOUGHT A USED SHOPBOT AND GUESS I JUMPED IN TO FAST ON CUTTING 3D. I HAVE BEEN ROUTING OUT PLAIN AND SIMPLE SIGNS AND DOING REGULAR CUTS.THANKS AGAIN FOR ALL THE HELP THAT IS ON THIS WEBSITE.

As a side note: Making posts with all caps is sort of like shouting. Are you shouting?
