Dumb ? about blowers & Vacs

What is the difference between a blower and a vac. I looked on the FPZ site and the list them separately. Does a blower act like a vac if you hook it up backwards?

A vacuum pump is generally less CFM per HP but will pull a deeper vacuum, usually down to 25"-29".

A blower or regenerative blower will have higher CFM per HP but will only pull a vacuum to about 14".

It's a matter of cost also vacuum pumps cost more than regen. blowers.
