I found this app some time ago and just installed it. This may be something you can use in a pinch if you can't do it any other way. It is called "screen tracing paper" from

I traced a picture (by setting points) if i had spent more than 30 sec on it i could do better. I could see how it might be used if you have no better conversion utilities at your disposal and if you use it on a line drawing instead of a picture. It will save it as a dxf.
