How can I seal the machined surface of MDF before painting?
I cannot sand the project that I'm doing because of the design. Using steelwool is my only option.
Any help will be appreciated,

Try shellac. I spray on several coats of 2-lb cut with fairly good results. The edges and cut portions will soak up shellac (and any other liquid), so you'll probably have to apply several coats, allowing adequate drying time between the coats.

I use 50/50 mixture of Titebond II and water or as thick as you can get it to spray...let it dry and paint it.
ml cambel has a product called magnaclaw primer
i use it on cabinet doors it has a high solid content and has given me good results
