Dinghy Plans or Files?

We just purchased our first new sailboat in a decade, a Catalina 30.
It did'nt come with a dinghy and I was floored at the prices of new and used inflatables.
How difficult would it be for a novice boatbuilder to but together a small plywood dinghy?
Are there cnc files available?
