I'm using a bit similar to the onsrud 47-04 mdf panel bit and i'd like to make a chair rail or cap rail to go on top of the wainscoting. I'm unclear on how to just put an edge detail? When i have wanted to say cut a straight line I have drawn a rectangle the length of the part and the width of the bit, offsetting the actual cut half the width of the bit. Because this is a form tool (like an ogee bit) i'm not sure how to offset the cut into the material?

Jack, Look at the cross section of the bit. Find the dimension from centerline to outside edge.
Determine how far from bit center you want the cut, determine how deep from bit tip you want the cut.
Draw a line, cut "along the vector" (being the centerline)and cut the line.
Of course one could use any offset you wish to move the profile in or out from the centerline.
If you havent figured it out, then simply draw a line and start with a test piece. Cut down as deep as you want to have the top of the profile end up where you like it and machine along the center.
Once you see what happens adjust accordingly and you're off to the races.
Good Luck
